CESDR–CHRICED Indigenous Rights Project

To promote the socio-economic rights of the original inhabitants of the Federal Capital Territory (FCT), who have endured decades of marginalization due to challenges associated with their statelessness status, the Centre for Economic and Social Development Research (CESDR), with support from the MacArthur Foundation through the Resource Centre for Human Rights and Civic Education (CHRICED), implemented the Promoting FCT Indigenous Rights Project.

The project aimed to enhance youth employment and civic participation among the original inhabitants of the FCT. It engaged key stakeholders to ensure that government employment and empowerment programmes are transparent, accountable, and accessible to indigenous communities. By improving access to information and strengthening institutional responsiveness, the initiative contributed to equitable opportunities and sustainable livelihood development.

Through advocacy, research, and multi-stakeholder engagement, CESDR promoted inclusive governance and socio-economic empowerment for historically marginalized populations within the Federal Capital Territory. The project reaffirmed CESDR’s commitment to advancing human rights, social justice, and sustainable development.

OPEN GOVERNMENT PARTNERSHIP (OGP)

OGP-Related Research Programs

The Centre for Economic and Social Development Research (CESDR) actively contributes to the Open Government Partnership (OGP) through evidence-based research, policy analysis, and stakeholder engagement. These initiatives promote transparency, accountability, citizen participation, and inclusive governance at national and sub-national levels.

1. OGP National Action Plan III Assessment

Research on the review and assessment of citizen and non-state actor engagement in the implementation of Nigeria’s Open Government Partnership Third National Action Plan (OGP NAP III), 2025. This study evaluates inclusiveness, transparency, and participatory governance within the OGP framework.

2. National & Sub-National Budget Transparency Survey

Conducted in 2020, 2022, and 2024 with support from UK-DFID, CIRDDOC, and the World Bank, this survey evaluates fiscal transparency and accountability in alignment with OGP Commitment 1. The research strengthens open budgeting systems and citizen participation.

3. Extractive Transparency and Environmental Impact Study

A comprehensive assessment of the social, economic, and environmental impact of coal mining in Odagbo and Onupi communities in Ankpa LGA, Kogi State (2022). This study supports Extractive Transparency under OGP Commitment 2 of NAP III.

4. Youth Economic Empowerment Baseline Assessment

A baseline study conducted in 2022 to evaluate youth economic empowerment and employment programmes for the original inhabitants of the Federal Capital Territory (FCT), Nigeria. The research supports inclusive development and evidence-based policymaking.

5. Inclusive Service Delivery & Social Protection Standards

Research on the code and standards of best practices for administering empowerment interventions to beneficiaries in Nigeria. This study enhances inclusive service delivery, effectiveness, and transparency in social protection systems.

SOCIO-ECONOMIC INCLUSION
The Socio-Economic Inclusion research area is dedicated to addressing structural inequalities that restrict equitable access to opportunities in society. It focuses on poverty alleviation, unemployment reduction, income inequality, and barriers faced by marginalized groups including women, youth, rural populations, and persons with disabilities. The research critically analyses social protection systems, welfare programs, and economic participation gaps. Through rigorous evidence-based studies, this area supports the development of inclusive policies aimed at improving livelihoods, strengthening human capital development, and ensuring equal participation in economic growth and national development processes.
SECURITY SECTOR REFORM & GOVERNANCE
This thematic area examines governance systems within security institutions, focusing on accountability, transparency, and institutional efficiency. It evaluates corruption risks, operational weaknesses, and the interface between security agencies and democratic governance structures. The research contributes to strengthening institutional trust, improving security sector reforms, and ensuring compliance with human rights standards. It also supports national stability, conflict prevention mechanisms, and effective oversight systems that enhance public confidence in security operations.
PUBLIC FINANCE MANAGEMENT
Public Finance Management research focuses on strengthening fiscal governance, budgeting systems, and transparency in public expenditure. It analyses revenue generation mechanisms, procurement efficiency, and allocation of public resources. The objective is to improve financial accountability, reduce leakages, and ensure effective utilization of government funds. This area also supports institutional reforms that enhance audit systems, fiscal discipline, and sustainable economic management frameworks for long-term development.
POLICY REFORM & ADVOCACY
This research area focuses on developing and promoting evidence-based policy reforms across governance and development sectors. It involves stakeholder engagement, policy analysis, and advocacy aimed at improving institutional performance. The research bridges the gap between evidence generation and policy implementation by providing actionable insights to decision-makers. ANTI-CORRUPTION
The Anti-Corruption research area addresses systemic governance challenges that enable corruption, weak accountability, and financial mismanagement. It focuses on strengthening transparency frameworks, institutional oversight, and ethical governance systems. The research identifies corruption vulnerabilities within public institutions and develops strategies to mitigate risks, improve accountability, and enhance integrity systems. It also promotes civic engagement and policy reforms aimed at restoring public trust in governance structures.
HEALTH & SOCIAL DEVELOPMENT
This research area focuses on critical public health challenges including malnutrition, maternal and child health, disease burden, and healthcare accessibility. It examines social determinants of health such as poverty, education, sanitation, and nutrition. The objective is to support integrated health policy reforms that improve healthcare delivery systems and reduce inequality. Special attention is given to strengthening primary healthcare services and improving nutrition outcomes for vulnerable populations.

Socio-Economic Inclusion

The Socio-Economic Inclusion Department at CESDR.DE is committed to promoting equitable development by addressing the structural barriers that limit access to opportunities for marginalized and vulnerable populations. The department works at the intersection of economic development, social justice, and public policy to ensure that no group is left behind in the development process.

Across many developing and transitioning regions, large segments of the population continue to face exclusion from economic systems, social services, and decision-making processes. These challenges are often rooted in poverty, inequality, gender disparities, unemployment, and limited access to education and financial resources. CESDR.DE aims to tackle these issues through evidence-based research, policy engagement, and inclusive development strategies.

By adopting a holistic and multidisciplinary approach, the department focuses on both economic empowerment and social inclusion. Its work supports sustainable livelihoods, enhances access to opportunities, and strengthens the capacity of institutions to deliver inclusive policies and programs.

Background & Key Challenges

Socio-economic exclusion remains one of the most pressing development challenges globally. Despite economic growth in many regions, inequality continues to widen, leaving vulnerable populations such as women, youth, persons with disabilities, and rural communities at a disadvantage.

One of the key challenges is limited access to economic opportunities. Many individuals lack access to formal employment, financial services, and markets, which restricts their ability to improve their living conditions. Informal employment, low wages, and job insecurity further exacerbate poverty and vulnerability.

Education and skills gaps also play a significant role in exclusion. Without access to quality education and vocational training, individuals are unable to compete in the labor market or benefit from economic growth. Gender inequality remains another critical issue, as women often face barriers in accessing education, employment, and financial resources.

Additionally, weak institutional frameworks, lack of inclusive policies, and limited social protection systems hinder progress toward inclusive development. CESDR.DE addresses these challenges by generating evidence, supporting policy reforms, and promoting inclusive practices.
